The mission of the Hawaiʻi Labor Relations Board (HLRB) is to enforce and protect the rights of employees and unions to organize and bargain collectively in balance with the rights of employers to manage operations, as provided by law, and to fairly and efficiently resolve labor disputes brought before it.
The HLRB also conducts hearings on contested citations and orders issued by the Hawaiʻi Occupational Safety and Health (HIOSH) Division, Department of Labor and Industrial Relations (DLIR).
The HLRB is attached to the DLIR for administrative and budgetary purposes only.

Dwight Takamine Unanimously Confirmed as Chairperson and Representative of the Public to the Hawaiʻi Labor Relations Board
On April 17, 2025, the Hawaiʻi State Senate voted 25-0 to confirm Dwight Takamine as Chairperson and Representative of the Public to the Hawaiʻi Labor Relations Board for a term to expire June 30, 2030.

HLRB Bids Aloha to Chairperson Marcus R. Oshiro
On October 31, 2024, Marcus R. Oshiro, Chairperson and Representative of the Public, retired from the Hawaiʻi Labor Relations Board. Chair Oshiro joined the Board in October 2017. During his seven-year tenure, Chair Oshiro made it his mission to reduce the backlog of cases, streamline processes, and increase public access to and awareness of the Board’s work.
